2015 – Oklahoma Air Assault 7 v 7 Championships – Tournament Rules

  • Team Composition
    • Minimum 10, Maximum of 16 players per team.
  • Grade based Tournament – 2014/2015 calendar year students
    • Current 4th graders with age limits cannot be 11 before September 1
    • Current 5th graders with age limits cannot be 12 before September 1
    • Current 6th graders with age limits cannot be 13 before September 1
    • Current 7th graders with age limits cannot be 14 before September 1
  • No weight limits.
  • Equipment:
    • Each team will provide a leather or composite ball. 4th and 5th grade must be pee wee or junior size. 6th and 7th grade must be junior or youth size.
    • All Players are required to have and use Mouth Pieces.(may not be clear or white)
    • Cleats – Only molded cleats or screw in style cleats will be allowed for outdoor play. Baseball spikes or metal tipped cleats will not be permitted Attire.
  • Uniforms:
    • Teams must maintain uniformity throughout the team.
    • 2 jerseys or t-shirts in opposing colors (one colored, one white) are required with no less than a visible 6-inch number on the back.
    • In the event colors of each team are similar, the visiting team will be required to change.
  • Coaching:
    • Offensive coaches must maintain a 10-yard buffer from the line of scrimmage (behind the offense) at the snap of the ball.
    • Defensive coaches must be on the sidelines and cannot be on the field of play once the ball is snapped.
    • There will be a designated area for players and coaches with proper ID’s located on each side of the field. This is a mandatory location during games for teams.  The Home team will be on the press box side of the field.
    • Coaches may not interfere with the outcome of the play or they will be penalized.
    • NO PARENTS OR SPECTATORS ALLOWED ON THE FIELD FOR ANY REASON.
    • Video – all personal or team video needs to be done from the stands.
  • Game Time:
    • The length of game is 30 minutes.
    • 2 – 15 minute running clock halves with a 5-minute half time. The clock will stop only for serious injuries or for reasons deemed necessary by the official.
  • Starting the game:
    • A designated captain from each team will meet for an official coin toss. The winner of the coin toss will claim Offensive possession either the first half or second half of the game.
  • Time Out:
    • No coaching time outs.
  • Game Rules
    • Play begins at the 35 yard line
    • Offense gets four downs to cross the 20-yard line for a 1st After crossing the 20-yard line, the offense then has 4 downs to score. No carryover of downs will be allowed.
    • Scoring:
      • Touchdown – worth 6 points
      • PAT –
        • Automatic 1-point from the 3 yard line
        • Automatic 2-points from the 8 yard line
      • 2 points are rewarded for a defensive interception (Not on PAT attempts). No runbacks, i.e. dead ball upon interception.
    • Possession changes after: touchdown/extra point attempt, failure to make a first down, or a offensive turnover
    • Teams must have Three (3) Players on the line of scrimmage (one on left side, the center and one on the right side). All ELIGIBLE receivers must be outside of the tackle box.
    • No running plays allowed and no laterals after a pass reception.
    • Motion – Only one player in motion at the time of the snap of the ball and must be running parallel to or away from the line of scrimmage. Please note that more than one player can initially shift, however all players must be set before the player goes in motion.
    • No laterals beyond the line of scrimmage.
    • No laterals behind the line of scrimmage (No Double Passes).
    • No shovel passes.
    • Bubble Passes are approved so that it is a forward pass. Does NOT have to be across the line of scrimmage.
    • One or two hand touch by defender anywhere on the body from the shoulders down is considered a tackle. NO tackling the ball carrier to the ground, this could result in a penalty for roughing.
    • Ball is ruled dead when it hits the ground (team keeps ball).
    • After a catch, there will be no downfield blocking or shielding of a defender. This will be a penalty.
    • Each team must utilize a center to snap the ball to the QB. The QB will have 4 seconds for the ball to leave his hand. If the ball leaves after 4 seconds, it cannot be completed to an offensive player, but it can be intercepted.
    • Teams will have 25 seconds from the officials’ spot of the ball to begin the next play. Failure to do so will result in loss of down.
    • Offense: 7 on the field with the center and quarterback being ineligible receivers.
    • Defense: 7 defenders on the field.
    • No Defensive rushing will be allowed.
  • BALL CARRIER INADVERTENTLY FALLS TO THE GROUND – A ball carrier who falls to the ground is considered down and will not be allowed to get back up to play.
  • FUMBLES – There are no fumbles. When the ball carriers loses control of the ball and the ball or the ball carrier touch the ground the play is ruled dead and the ball will be spot at the point it touched the ground as long as the spot is at or behind the ball carriers forward progress.
  • BAD SNAP FROM CENTER – A center snap that falls and touches the ground will be ruled live and the 4-second rule will be in effect.
  • OFFENSIVE & DEFENSIVE PENALTIES
    • ENCROACHMENT/OFFSIDES – A player will be considered offside when he/she breaks the 2-yard neutral zone at the line of scrimmage. The penalty will be 5 yards and replay down.
    • ROUGHING – When the offensive or defensive players makes contact with a player in a manner that is aggressive or that is not deemed as an attempt to legally touch, this will be considered roughing.
      • Offensive Roughing: penalty will be 10 yards and loss of down.
      • Defensive Roughing: penalty will be 10 yards and an automatic first down.
    • Pass Interference:
      • Defensive:
        • 10 yard penalty and reply down. ½ distance to the goal inside the 10 yard line. Interference in the end zone results in spot of ball at 1-yard line and replay of down.
      • Offensive:
        • Loss of down and 5 yard penalty (no team shall be backed up past the 40-yard line).
      • Defensive Holding – 5 yard penalty and automatic first down.
        Unnecessary roughness or unsportsmanlike conduct will result in a warning and a 10 yard penalty. A second offense will result in a 10 yard penalty and player ejection.
      • Offensive Downfield Blocking or Shielding – 10 yard penalty from the spot of the foul.
      • OVERTIME: The format will follow the OSSAA rules of each team getting 1st and goal from the 10 yard line.  Both teams get equal chances to score.  This will be repeated until we have a winner.  Teams must go for 2 points after the second overtime.
      • FIGHTING AND UNSPORTSMANLIKE CONDUCT – ZERO TOLERANCE.
        • Fighting, taunting and all other unsportsmanlike conduct will not be tolerated. Coaches and Players ejected by the referee for striking an opponent or official may face criminal charges.
        • All suspensions for unsportsmanlike conduct will carry over to the next game.
      • The commission will be empowered to remove permanently a player, coach or observer they so deem necessary.
      • The Commissioner and or Commission will have the authority to make a final ruling or change a rule on any disputed situation.
      • Drinking/Controlled Substances – Drinking of alcoholic beverages is NOT allowed before or during games. Player(s) and/or spectators found drinking prior to or during their game would not be allowed to play or be in the facility. Anyone believed to be under the influence of a controlled substance will not be allowed to remain in the facility.
      • 100% Tobacco free – Absolutely no means of Tobacco will be accepted or tolerated, be it natural or synthetic. This includes all forms; smoke, smokeless and electric, water vapor or any other forms not listed.
      • Absolutely No Firearms or any other weapons are allowed. This includes those with conceal and carry permits.
